乌总统称西方已经完全抛弃乌克兰，俄乌局势最新情况汇总

当地时间25日，乌克兰总统泽连斯基发布视频讲话。

他表示西方完全放弃了乌克兰，“我问了27个欧洲国家领导人，乌克兰会加入北约吗？但所有人都害怕了，所有人都没有回答我。我们不怕跟俄罗斯谈，我们准备好谈所有问题，包括我们国家的安全保障和中立地位。”

泽连斯基表示，在过去一昼夜中，共有137名乌克兰士兵死亡。泽连斯基还说，根据他收到的情报，“敌方”的破坏人员已经进入基辅， 但他没有说明“敌方”人员具体是哪些人员。

当地时间25日，泽连斯基发布总统令，宣布全国总动员，将在90天内实施。此前泽连斯基向最高拉达（议会）提交了全面动员法律草案。

另据乌克兰国家通讯社报道，18至60岁的男性乌克兰公民将暂时不被允许出国。

Ukrainian President Volodymyr Zelenskyy said Friday his country had been "left alone" to fight Russia after the Kremlin announced a "special military operation" in the Donbas region.  

"We have been left alone to defend our state," Zelenskyy said in a video address. "Who is ready to fight alongside us? I don't see anyone."

He said he had contacted 27 leaders of European countries, and none of them had directly responded to Ukraine's request to join NATO. "Who is ready to give Ukraine a guarantee of NATO membership? Everyone is afraid." 

Zelenskyy, who remains in Ukraine, said Russian "sabotage groups" had entered the capital Kyiv and he was the "target number one." 

"They want to destroy Ukraine politically by taking down the head of state," he said.

But he added he's not afraid of negotiations with Moscow on issues including Ukraine's neutral status and security guarantees.

Zelenskyy said 137 Ukrainian soldiers were killed Thursday on the first day of fighting. He signed a decree ordering a general mobilization, following an earlier decision to sever ties with Moscow.

Due to the imposition of martial law, Ukrainian men aged 18 to 60 were temporarily banned from leaving Ukraine, Ukrinform reported on Friday.

U.S. President Joe Biden said Thursday that US troops will not be going to Europe to "fight in Ukraine" but to defend the NATO alliance.

NATO has no troops inside Ukraine and has no plans to send any into the country, the alliance's Secretary-General, Jens Stoltenberg, told a news conference on Russia's operation in Ukraine.

But Washington will continue to provide defense assistance to Kyiv, according to U.S. Secretary of Defense Lloyd Austin, who told Ukrainian Defense Minister Alexei Reznikov in a phone call on Thursday.

俄乌冲突持续 俄军向基辅方向推进

当地时间25日，据乌克兰武装部队消息，俄军正式进入基辅州的沃尔泽利市，距离基辅市大约35公里。

当地时间2月25日6时左右，据总台记者消息，乌克兰首都基辅又发生连续爆炸。俄军坦克已抵达基辅周边，乌军炸毁基辅附近一座桥梁，俄乌双方进行了激战。乌克兰内务部部长顾问格拉先科表示，俄罗斯国防部当天的作战计划是利用坦克突入基辅。

多国领导人与普京通电话讨论乌克兰局势 

据最新消息，俄总统新闻秘书佩斯科夫表示，普京准备派俄罗斯代表团前往明斯克与乌克兰代表团进行谈判。他介绍，俄罗斯代表团将包括国防部、外交部和克里姆林宫的代表

Russian President Putin is preparing to send a Russian delegation to Minsk for talks with the Ukrainian delegation, Kremlin spokesperson Dmitry Peskov said on Friday. The Russian delegation will include representatives from the defense ministry, the foreign ministry and the Kremlin.

据俄罗斯总统网站发布的通报，俄总统普京24日同多位外国领导人通电话，讨论乌克兰局势。

Russian President Vladimir Putin held telephone conversations with leaders of France, India and Iran, following the start of Russia's "special military operation" in Ukraine, the Kremlin said on Thursday. 

Putin and French President Emmanuel Macron had a "serious and frank" exchange of views on the situation around Ukraine, according to the Kremlin. 

The Russian leader gave "comprehensive explanations of the reasons and circumstances for the decision to conduct a special military operation," the Kremlin said. 

Macron demanded Putin immediately cease military operations in Ukraine, the Elysee palace said. The French president told Putin that he exposed himself to "massive sanctions."

Putin also briefed Indian Prime Minister Narendra Modi about Moscow's stance on the Ukraine issue. 

Modi thanked Putin for the clarification and asked for assistance in ensuring the security of Indian citizens currently in Ukraine. 

The Indian prime minister called for an "immediate cessation of violence," Modi's office said in a statement.

In his phone call with Putin, Iranian President Ebrahim Raisi expressed understanding with respect to Russia's security concerns caused by the destabilizing actions of the United States and NATO, according to Kremlin. 

Raisi said NATO's expansion was a "serious threat" to the region's security and stability, Iran's semi-official Nour News reported.

U.S. President Joe Biden announced on Thursday additional sanctions against Russia as conflicts in Ukraine continue to evolve.

Speaking from the East Room of the White House, Biden said the new measures will target major Russian banks, limit the country's "ability to do business in dollars, euros, pounds, and yen," and curtail Moscow's high-tech imports and its ability to upgrade the military.

The second package of EU sanctions would affect 70 percent of the Russian banking services market and key state-owned companies, including defense entrepreneurs, European Commission President Ursula von der Leyen said on Twitter, on Friday.

The bloc's leaders agreed in principle at an emergency overnight summit to impose new economic sanctions, joining the United States and others in taking steps such as curbing Russia's access to technologies.

The EU will freeze Russian assets in the bloc and halt its banks' access to European financial markets as part of what EU foreign policy chief Josep Borrell described as "the harshest package of sanctions we have ever implemented".

Von der Leyen also said that the sanctions target the energy sector, a key economic area which especially benefits the Russian state, and the bloc's export curbs to Russia will hit the oil sector by making it impossible for Russia to upgrade its refineries.

Japanese Prime Minister Fumio Kishida announced Friday that Japan will strengthen sanctions against Russia in three areas, including financial institutions and military equipment exports.

Russia will take tough measures in response to the European Union’s sanctions over Moscow’s recognition of the independence of the Donetsk and Lugansk, Tass reported on Friday, citing a Russian Foreign Ministry statement.

联合国安理会将在25日再次举行乌克兰局势公开会

China plans to evacuate Chinese nationals in Ukraine on charter flights, Xinhua news agency reported citing the Chinese Embassy in Ukraine.

According to the report, the evacuation is still being arranged and will be conducted on voluntary basis.

China believes that all countries' sovereign and territorial integrity should be respected, and the UN Charter should be jointly upheld, said Chinese Foreign Ministry spokesperson Wang Wenbing, while calling for forming a balanced, effective and sustainable security mechanism in Europe.
